same problem with a debian here, i was not able to resolve it.
just switched back to slackware that comes with kde 3.1.0.
also tried to upgrade it to 3.1.1 and have the same problem again.
that's the reason why i keep kde 3.1.0 standard in slack and i'm not going to 
upgrade anymore.
