The logo in the left corner (KMenu logo) is an image in the icon theme
you are using, for example for Crystal theme it is
/usr/share/icons/crystalsvg/32x32/apps/kmenu.png. Replace it with
another 32x32 icon of the same name to change images.

For settings:

Well, it's *not* automatic, but you could do something like this to
copy over all KDE desktop/application settings from one account to
another (suppose users bob and alice, where bob has the beautiful kde
config):

cp -R /home/bob/.kde /home/alice

Of course this also copies bookmarks, history files, etc. You may want
to clear history and cookies in Konqueror before doing this.

Someone else may know a way to change the actual system defaults
permanently, but that would probably not be a great idea. :)
