Setting keyboard shortcuts

Can someone guide me as to how to set a keyboard shortcut in kde-3.0 installed on FreeBSD-4.6-RELEASE? After wrestling with the section of kcontrol called `shortcuts' for about 45 minutes, and reading the section from the help browser on `shortcuts , I'm no closer to figuring it out. And in fact came very near just going ahead and hanging myself with my own shoelaces... How can I cause keypress ctrl+shift+e to start emacs? Or Ctrl+shift+b to start a browser?. What file can I make hand entries in to do the above, because if it requires the `shortcuts' page, I may yet become a suicide statistic.
