Once you've downloaded all of that, you have a Dude/KBE (maybe .. as KBE has merged with CBE recently I have no idea of what's where anymore). The documentation is extremely dated, since it was last edited about 6 weeks ago, which is an age and a day in our little KDE4 world. PS.
