couldn't set locale correctly

Hi,

I am having problem with locale setting.
when ever I execute a system command I am getting following error...

how to set locale......
i dont have en lang.. but iso_8859_1 is present....
executed LANG=iso_8859_1
export LANG
but it did not work..
