accessibility is for some users very importend and shouldn't hide in a desktop behavior subgroup. therefore this patch add a subgroup accessibility in the personalization section.

the kcm accessibility wasn't planned for the desktop behavior group according to the System Settings survey https://community.kde.org/KDE_Visual_Design_Group/System_Settings_Application
