The JamPlus build system doesn't work and I don't have a good debugger interface yet (lldb-mi), but the compiler works well with KDevelop. I'm considering adopting kdevelop as my "Standard IDE". The WinLua Compiler (WLC) is a binary installation of Martin Storsjo's excellent llvm-mingw package found here (https://github.com/mstorsjo/llvm-mingw).
