It seems to be.  That's why I'm trying to figure out how to change it :-)  
Explanation for the sake of those who haven't seen this:  The page isn't 
empty, of course.  You are just ending up on the wrong page after the edit.  
The '&' really screws that up and you have to use back-arrows to get to /Tips 
(or edit the address, of course).

One way or another I'll get it fixed in the next day or two, and I'll post the 
new address.
