IMO a development mailing list is the best place to ask for help. 
nepomuk, strigi, etc. are a bit out-of-scope on kde-pim since they are 
low-level base libraries that are independent of KDE PIM. Those 
libraries are also used by Konqueror, Dolphin and other non-KDE PIM 
applications. I don't know whether there's a special mailing list for 
nepomuk/strigi/desktop search. Therefore, I suggest you try the general 
kde-devel mailing list.
