In KDE 3 it can be found in the KDE Control Module under "Internet & 
Network/Connection Preferences".

It is unnecessary, confusing noise for most users. That's my definition 
of clutter.

Searching our bug database I found

This bug has 0 votes and comments from exactly one user. Also I cannot 
remember when a user last sent a message to one of the relevant mailing 
lists because he had problems with the timeout (and, usually, I have a 
good memory, mind you). So, there's no indication that this problem is 
even remotely common. Moreover, you can change the timeout.
