Providing access to your address book/calendar/mail even if you are offline is a basic feature of Akonadi. To do so it caches all the data you tell it to cache (via the caching policy). For locally stored data (e.g. the standard address book) caching is obviously not needed. Are you using the address book with a groupware server or LDAP or IMAP?
