Go to ~/.kde/share/config/kontactc and search for Tip.  You should find this 
section

[TipOfDay]
RunOnStart=false

Yours must be set to true.  Edit it, and you should be fine.  It's odd that 
you have the problem, though, unless it's a red herring and you are having 
something like an akonadi problem causing a freeze.
