I don't think that's Dovecot's job.  What would definitely work, though, is to 
use Procmail in conjunction with Dovecot.  You then create a procmail recipe 
that forwards a copy of every mail to each of the users that are in the group.  
Each person has his own mailbox copy, so any flags refer only to that copy.
