If I try to run Ctrl-Shift-N in Kontact-mail I got the same message. 
If I run it in on of the other kontact modules I got a note-change 
dialogue.

Additionally with my setup a new Book of my kontact-notebooks is bound 
to Ctrl-shift-N.
