For whatever it is worth I have the same behaviour with KDE 4.5.4 on 
Kubuntu 10.10. Whenever KMail tries to collect mail and my computer is 
offline or having connectivity problems KMail use around 25% CPU until 
it has finished trying or succeeded in collecting mail.
