My setup does not check on startup but all accounts which I wish to check regularily have check intervals confiugred between one and five minutes, thus almost immediately checking for new mail after KMail startup. Actually has the nice side effect that I get a kind of priorization, i.e. my main account has one minuted check interval and thus gets triggered first after startup before my secondary account with 3 minutes does.
