I'm not sure what you're referring to about personal contacts in system 
settings; I don't see anything in systemsettings about kdepim. I tried the 
following, which did not work:
1. Open kaddressbook
2. Export Personal Contacts to a VCF file
3. Delete Personal Cantacts
4. File -> New -> Add Address Book -> Personal Contacts -> OK
5. Import file from step (2)

Did you have something else in mind?
