You seem to have some problem I have not yet encountered. For me any 
problem with address books have been fixed by deleting/recreating said 
book (I am on number 21 when I checked). The only thing I can think of 
that I have experimented with is to create a vcard address book pointing 
to your "personal contacts" folder, that has helped for me a number of 
times. Then once completion starts working I delete that resource and 
use the "personal contacts" instead. Weird, I know.. but it has worked 
for me.

Note though that since 4.9 I don't have any problems, my issues were in 
4.7.4.
