Ok I never had to do it that way myself, all "empty" ones have 
disappeared via the kmail settings so I assumed they are one and the 
same. It would make sense as they are the same that appears if I want to 
tag a file (that I never do but that is my issue so to speak)

I assume they are meant to be systemwide and not for any specific part 
of KDE, be it Kmail, Kaddressbook or Dolphin or whatever
