You should be able to lock at least some of the settings with the help of the generic kiosk-capabilities of KDE's configuration backend. In short it works as follows (at least AFAIK): 1.) You configure KMail as desired. 2.) You make copies of the relevant configuration files and put those copies into one of the system folders in the search path for the respective resource type of the configuration file. Examples: - You copy kmail2rc from $(kde4-config --localprefix)/share/config to one of the system folders you get when you run "kde4-config --path config". - You copy kmcomposerui.rc and kmmainwin.rc from $(kde4-config -- localprefix)/share/apps to one of the system folders you get when you run "kde4-config --path data". 3.) You mark those settings that your father-in-law should not be able to change with [$i] (i as immutable) between the name (resp. key) of the setting and the '='. You can also mark entire setting groups as immutable by appending [$i] to [some group].
