This was probably caused by us reaching the quota for allowed number of

This should be fixed in 4.12, which should be hitting Fedora repos any time 
now.

I don not get any such warning. Could you be please more specific about the 
content of the notifications?

It can take a few minutes before Google "publishes" the image. So when you 
update the address book folder in KAddressbook right after you change it on 
Google, it will fail, because Google will return that the contact has been 
changed, but the URL with the image will still not work. When I tried a few 
minutes later, the new picture was synced correctly.

This should be fixed in KDE 4.12/Akonadi 1.11.
