Upgrade from KDE 4.11.5 to 4.12.3 results in no ability to change or configure fonts

Just received a distro upgrade (PClinuxOS) from KDE 4.11.5 to KDE 4.12.3.  
After the upgrade (both 32-bit and 64-bit) people are noticing that they no 
longer have the abiility to change or adjust fonts.

Font Settings is now missing from both Configure your Desktop/System 
Administration and from Configure your Desktop/Common Appearance and 
Behavior/Appplication Appearance.

I have been unable to find this reported listed either as a bug or a problem on 
bugs.kde.org/

Anyone have an idea how to rectify this issue?
