if the filter matches, stop

hi

Last few weeks had issues filtering spam, the filter worked fine on manual 
filtering but on mail collection it kept going into my inboxes.

Eventually discovered that putting the spam filter LAST does what I want.

But that should not be, because the box for "if filter matches, stop 
processing here" is checked, but it didn't stop after that filter, it 
continued to sort and move things around.

Is this a bug or the new normal?
