The message is shown by the email background service Akonadi. The filter
configuration is stored in the file
  ~/.config/akonadi_mailfilter_agentrc

Open this file in an editor and look for a filter which mentions "forward". Do
not edit the file. Instead open the filter configuration in KMail and look for
the filter that mentioned "forward". Create a new filter with the same settings
and then delete the old filter. Hopefully, this will fix your problem.
