Okay, then Microsoft 365 rate limiting should be out of the question. 
However, I believe Akonadi EWS rate limits bulk traffic unconditionally.

You could try Evolution EWS. With Microsoft 365 it still can be slow, but 
I bet that is due to Microsoft 365, not Evolution. But Evolution EWS has 
been more reliable than Akonadi EWS for me which may be partly due to 
still unsolved issues within Akonadi.

Of course it would be best to get rid of Exchange, even if self-hosted, 
and for privacy reasons also Googlemail.
