Summary: Krysalis-Ruper: Ant tasks

Initial Comment:
A set of ant tasks that I have been working on.  
These are not as complete as I would like (missing docs, 
integration with centipede) but given the momentum on 
ruper2 it seems better to spend time there.

The sources (and tests) are attached, stored under an 
ant2 folder so that I didn't clash with the current ant 
tasks.

Also need a small patch to ResourceUpdater (to expose 
some slightly different interfaces)
