Summary: Track trends in metrics

Initial Comment:
Collect output from various metrics cents and build a
report about the trends in these reports.

This would be a new cent that looks to see if the
metrics cents have produced any output, if they have
this data is collected and stored in a database and
summaries are generated, highlighting consistent
problems in the figures, such as detiorating code
styles of a particul type, consistent problems with
unit test of a particular class. Dependencies of a
defined threshold etc.

Graphing of the metrics would also be nice, but that's
probably for a later version of the cent.
