Finally working towards Barcode4J 1.0

I'm planning to finally release Barcode4J 1.0 quite soon now. It's been
in beta for too long. The only serious problem is a Xalan bug which I
haven't fixed, yet. I have some plans (J2ME compatibility, Avalon
Framework optional) and a friend will probably help me implement the
DataMatrix 2D code.

So this is what I have in mind:

(1) Nicola expressed his wish not to have his name on every Krysalis
project's license anymore. Since we don't have the foundation thing
working I propose to replace Nicola's name with mine.

(2) I propose to upgrade Barcode4J's license to the Apache License 2.0.

(3) Since Krysalis has gone pretty quiet, I'd like to propose taking
Barcode4J out of the Krysalis PMC's jurisdiction (for committer votes,
release process etc.). The project shall continue to follow Apache
lifestyle within the project because I believe in it. It shall also
maintain the association with the Krysalis project but more in the sense
of a federation (like what happens in the XML project at the ASF).

This may sound a little drastic but I think it's probably the best
course of action for Barcode4J ATM. If anyone thinks this is a bad idea
or if you have a better suggestion please speak up.

A note concerning (1): Since I've had a small number of outside
contributions to the project I don't automatically have a copyright for
all of the code which means I can't just switch the licence headers.
Nicola, would it be possible for you to write a grant for the whole
thing so I can properly switch the attribution in case noone objects the
above plan?

Thanks a lot.

BTW: What does everyone think about Krysalis' current state? How should
we continue?
