XAxis with rotated labels

Hi Everyone,

Currently if you rotate the x-labels of an axis chart they are placed
in a somewhat funny location, in my opinion.

For one thing, the bounding box of the rotated label is centered under
the datapoint (or tic mark).  I prefer top-most part of the label (the
one closest to the axis) to be directly below the datapoint.  Also, I
prefer to have the rotated labels be aligned at the top (right) as
they are when the labels are set to vertical.  Right now they are
aligned at the bottom.  In a nutshell, I like my labels to look as
though you set them to vertical then rotated around the y position
closest to the axis (if that makes any sense).  Btw, the first change
looks quite bad without the second change as well.

Anyway, I've successfully made both of these changes and I was
wondering whether people liked the idea enough to commit them.  I can
also add an option to enable them if people think that's appropriate.
