Initial Comment:
Hi,

 The X - Axis values and Y - Axis values cannot display 
unicode characters properly, in the same page the title
(s) and legends display unicode properly ... is this a 
bug? 

I've set the charset=cpXXXX encoding on the starting 
page and set the request.setEncoding character also to 
the same charset. With this conf I'm able to display the 
unicode text properly on the title/legends properly ... but 
am not able to do so on x/y axis columnar data ...
