Bar Chart Value Labels Masked

Most of the time bar chart value labels are correct:

|      |    bar

|      | |      | 

Sometimes bar chart value lables near the top of the range (default
scale used) are squished:

|       |
|       |    bar
|       | |------| 
|       | |      |      

Sometimes pushed right in to the bar. Depending on color, not a good
thing.
