Bar chart with multiple y-axis sets (not visible)

I would like to make a bar chart with 4 bars that is more for seeing
the trend than the actual values so I don't want them to be drawn
based on the same y-axis values.  For example:

A - 0-1000
B - 0-10

So if a B value were 90, I would like it to show as if it were 900
compared to A.

Possible?
