Correct,  however we could change centipede to respect  the build.xml  
<project name="foo" basedir=".">   setting.

It is your project, but I find it strange to put XML config files in the 
bin dir.   Regardless,  bin or config or whatever  We should think about 
supporting this. 
Forcing files to be in the project root directory is rude.
