Call a 4gl program from java

Is there a way to call 4gl program from java? I read about a JCA connector. I want to know if the 4gl JCA connector is free or no? I have a legacy system with several 4gl programs and I want to call this 4gl programs from Java (JEE Web Application). Is that possible? In the past we called a few 4gl programs doing: - Java opens a command line execution in database server . - The command line executes 4gl. - The 4gl program return an succesful or error code. - Java program returns that code. But I think this is not the best solution. I hope your answer and advices.
