I had the same problem a few years ago, and now i am very competitive. Did you look at aubit4GL? (www.aubit.com), this software along with a graphic client named VDC (www.ventas.de) gave (in fact, are giving yet) me a way of rapid, reliable and very comfortable development environment.  Both of them are free software, and give a very nice look and feel to the end user: programming is exactly as with INFORMIX 4GL (same syntax with extensions) and the user GUI is very, very nice. Besides, you can put them in Linux, Windows, and run against INFORMIX, Oracle, MySQL, PostgreSQL, etc.

Give them a try.
