Loading client-side files

Hi group. How can i start a surf (i.e explore) in the client side to load a local (client) file into the database?. A program must to read a csv file to load into a table in the application database and until now, the users are forced to do it manually via FTP, knowing of course the route of the directory on the server where the file must be located. Is it possible to do it so?
