Actions yet visible although unreachable

Hi all. Although some actions are no longer used, they remain visible in the menu, i.e: a program has two parts, the first part is about input some fields (with some actions) and the other one is about an input array, but the actions used in the first part are not used in the second, but the actions remain visible although (of course) not reachable as they are not used in the input array. How to avoid this?
