Hi Joe, no you can't use an English Environment , you will have to use a Chinese Environment for 
your database. English is a subset of chinese /but not vice versa.
The (WTK?) clients will have to run in chinese enabled Environment (Win2000 or XP offer that) which 
means you can have the US english system locale but you need to install the Chinese language/fonts 
in the control panel.
Perhaps re ask this question in the genero mailing list because there we have a lot customers from 
Taiwan active and knowing also BDL/WTK very well.
