Need ideas for 'No connect permission' error

Hi,

We have a database (syspg4gl) that keeps all our modules and libraries
and program relationships - based on old '4gl rapid development'.

We have 4 developers - 2 can access this database using 4js, the other 2
always get:

Program stopped at 'helloworld.4gl', line number 2
No connect permission
ISAM error: no record found.

Helloworld.4gl looks like:
	database syspg4gl
	main
	display "HELLO WORLD"
	end main

We all have DBA permissions on this database, all our user permissions
appear to be identical.

I have just created this database fresh on a new database server and
reloaded the data.  I imagined our problems would go away but was
surprised to see the same two users still get the 'no connect
permission' from fourjs programs.  If these users open Server Studio and
logon as themselves they appear to have all the necessary permissions to
manipulate the database in any fashion.

So, has anyone seen anything like this?  I've run out of ideas as to
what could be causing this error and am open to suggestions please.
