I would check the users permissions on the windows servers, I have come
across this on a few sites and have sorted by adding the user to the
administrators group.
Give that a try and see how you get on .

We have a problem starting a 4JS-application
on a windows 2003 server (database: informix).
First we were using a single-user mks-toolkit (version 6.1),
which offers a telnet & rlogin service -
everything is ok,
but our customer needs more licences &
they are a bit too expensive,
so we wanted to try something else -
for example the ATRLS (Ataman, Version 4.0).
When starting the application on any windows client,
the program stops with a informix -931 error !?
I have no problem starting dbaccess
or fglrun -V on these clients. 
I have no sqlexec entry in the services-file &
no sqlhosts file in the %INFORMIXDIR%/etc directory.
MKS doesn't seem to need it, why does ATRLS ???
