Take a look at Scott Klement's YAJL. My experience: a middle-skills experienced RPG programmer. Learning has been painful but possible. Consuming .json, in and of itself is fairly straight forward. The web services piece is still an issue for me. The folks here have been kind and helpful. My point is: If I can do it, so can most anyone. With today's RPG you may very well be able to write your own solution. ps... YAJL does away with your need to know Java; RPG is all you will need to do the job..
