For enterprise use, yes, you will need to pay for Oracle Java starting January 2019.

If you're using one of the open source variants of Java, you don't have to pay for it (but you also get the appropriate level of support).

It's unrelated to ACS ... you can run ACS with any compatible Java. If you're using Oracle Java with ACS, you will have to pay for it.  If you're using OpenJ9, you don't.

I copied the JRE from OpenJ9 and dropped it in the directory I have ACS in and it works fine.
