I must be dense.  That's what I did, then selected the "Download JRE"
button.  The zip file is:

OpenJDK11-jre_x64_windows_openj9_11.0.1_13.zip

which, when extracted, creates folder:

OpenJDK11-jre_x64_windows_openj9_11.0.1_13

which in turn contains folder:

jdk-11.0.1+13-jre

which contains folders bin, conf, legal, and lib, as well as a file named
release.

This should not be that hard.
