Exactly how I solved it.

You shouldn't need to load your JRE in the ACS directory. If you have to 
re-install ACS for any reason you'll likely forget this and go thru this 
again.

Just make sure your registry is clean of any oracle/java entries, you 
can use find on regedit...back it up first..

and make sure you are 32 or 64 bit on all java products..cannot mix it

If it still points to an Oracle instance your registry needs cleaning or 
your have it somewhere in the path or java.home...

Sorry Jeff I meant java.home

Here is what my ACS looks like..

java.version: 1.8.0_192
java.vendor: Eclipse OpenJ9
java.home: C:\Program Files (x86)\Java\jdk8u192-b12\jre
java.fullversion: 1.8.0_192-b12
JRE 1.8.0 Windows 10 x86-32-Bit 20181120_72
OpenJ9   - 090ff9dcd
OMR      - ea548a66
JCL      - 7397e61374 based on jdk8u192-b12
