That isn't changing ... if you put the launcher in the root of the ACS directory, along with a JRE, it should be completely self contained.  You can put it on a mapped drive, dropbox folder, etc.

If the native launcher isn't in the same directory as the JRE directory, it will look for a JRE on the path.  By putting a JRE in the acs directory, it will use that jre.

Personally, I don't like depending on searching the path to find a version of java ... there are just to many versions.  If the software you are trying to run isn't compatible, you'll run into problems.

Because of that, I had to jump through a bunch of hoops to get approval to use OpenJ9 with some of my software (because we could no longer include Oracle Java).  I don't want customers to have to find a compatible version of Java and install it.  Since I'm using OpenJ9, I can ship it with the product.
