Jeff:  

If all you need Java for is ACS, then it's really easy to put the JAVA in
the same spot as ARE and set the shortcut up to use that JAVA.

You won't have to mess with the rest.

Now if you need Java for other reasons on the desktop, then yea, you'll have
to deal with the environment variables.  That said, you can also create a
script to set all of that as part of the installation.

This change needs to be as simple/seamless as possible.  Any environment
variables/paths/etc will need to be done on every PC.  One of the beautiful
things about ACS was that everything is contained in the ACS folder and
subfolders.  Now that is (apparently) changing.
