So, I have a spare Windows 10 desktop in my office and, since I'm a glutton for punishment, decided to experiment. 1) I uninstalled Oracle java. 2) After doing so, I still had to delete the C:\ProgramData\Oracle\Java folder. 3) I also had to manually remove C:\ProgramData\Oracle\Java from the Path. 4) I created C:\java\jdk-11.0.1+13-jre from the OpenJ9 download. 5) I added C:\java\jdk-11.0.1+13-jre to the Path. 6) Rebooted. ACS does not start. It's asking for what app do you want to open .jar files? I'm giving up for now as I have Actual Work I Must Do.
