I think you'll need to go down to \bin, so C:\java\jdk-11.0.1+13-j\bin

For tinkering with PATH, I use Rapid Environment Editor from
rapidee.com. I edit the PATH, then open a new Command window to test it.

Our IT people haven't mentioned this yet.
