I just wanted to share this with other people that might be hosting apps on
Windows Server 2019 or newer.

There was a performance issue experienced in Windows Server 2019 that
stemmed from the Nagle Algorithm dictating how network packets were sent to
the IBM System i Server.

This is documented here:

https://sourceforge.net/p/jt400/bugs/454/

With the release of JTOpen version 11.0, "tcp no delay" has been added as a
JDBC connection property, which should fix the performance issue when
toggled appropriately.

We noticed the issue with Websphere (WAS) on Windows Server 2019 and our
System i Server running on V7R4.
