Your post caused me to look for more info - on the Apache Tomcat page it 
has this - "...the primary package for all implemented APIs has changed 
from|javax.*|to|jakarta.*|...: And they say they have a migration tool


Are you using IBM's Tomcat plugin? Apparently it has been removed from 
7.5. Seiden Group has instructions for THIS issue at 
https://www.seidengroup.com/2023/11/13/rebuilding-the-tomcat-plugin-in-ibm-i-7-5/ 
- maybe this can help?
